First passport application for a child over the age of 12 and for an adult can only be submitted at the embassy. Please book an appointment HERE.
To your booked appointment, you need to bring the following:
- Fill out the standard application form in your browser (in English, in Estonian) and send it to the Embassy by email for verification.
- Fill out the additional application form in your browser (in English; in Estonian) and send it to the Embassy by email for verification.
- A DIGITAL photo (physical/printed photos are not accepted). The applicant’s digital photo should be sent by email to [email protected], indicating the applicant’s name and the personal ID code/date of birth (photo requirements; video instructions).
NB! The embassy does not offer photographing services.
- Other parent’s written consent (if the child is under the age of 15).
- A document confirming your right for Estonian citizenship (e.g. a passport copy of the Estonian parent along with the applicant’s birth certificate, an archive note confirming your parent’s Estonian citizenship etc.).
- Birth certificate with both parents’ names, apostilled.
- Both parents’ passport copies.
- In case of change of name: a copy of your spouse’s passport and your original Marriage Certificate – either CIEC (International Commission on Civil Status Conventions) international certificate or a certificate in Portuguese with an apostille and translated into English or Estonian by a certified translator.
- Pay the state fee at the embassy (we only accept card payments).
Please bring a form of identification with you (passport/ID-card). Please note that driving licenses are not accepted.

Return of overpaid or incorrectly paid state fees
When applying for the first ever Estonian passport for an adult you will need documents proving that the applicant is an Estonian citizen.
If you have acquired Estonian citizenship by birth, please present:
- an original of a document proving that you are an Estonian citizen (original Estonian passport or birth certificate of relative, or an archive extract);
- an original of a document indicating that at least one of your parents is an Estonian citizen, and verification documents to prove that you are descended from a parent who is an Estonian citizen (Birth Certificates either CIEC (International Commission on Civil Status Conventions) international or a certificates in Portuguese with an apostille and translated into English or Estonian by a certified translator).
If you have acquired Estonian citizenship by naturalization:
- a certificate of citizenship.
Documents referring to Estonian citizenship for the period from 1918 to 1940 can be obtained from:
- Registers of Births, Deaths and Marriages (birth certificates, certificates of marriage and divorce, certificates on changing names, etc.);
- the National Archives
