Ambassador
Katrin Kivi
Katrin Kivi has been the Ambassador of the Republic of Estonia to Portugal since 24 August 2026. She joined the Estonian Foreign Service in 1993 and, over the course of her diplomatic career, has worked on bilateral diplomacy, European Union affairs, human rights and international organisations.
Before taking up her current post, Katrin Kivi served at the Estonian Ministry of Foreign Affairs as Special Envoy for Human Rights and Migration and as Director of the Human Rights Division. She led Estonia’s campaign for membership of the UN Human Rights Council for the 2026–2028 term, served as Co-Chair of the Media Freedom Coalition, and chaired the Council of Europe’s Steering Committee on Democracy.
Katrin Kivi has previously served as Estonia’s Ambassador to India and Denmark, as well as Estonia’s Permanent Representative to the Council of Europe in Strasbourg. As a non-resident ambassador, she has also been accredited to Bangladesh, Malaysia, Nepal, Sri Lanka and Singapore. In addition, she has worked as Deputy Head of Mission at the Estonian Embassy in Paris and held several other senior positions at the Ministry of Foreign Affairs, including Director for Asia, the Pacific, Africa, Latin America and the Caribbean, and Director for EU General Affairs.
Ambassador Kivi graduated from the University of Tartu in Germanic Philology and holds a master’s degree in German language and literature. She speaks German, French, English and Russian.
